I suggest that you consider long-term non-training version of the pads for use by (typically-small) "house dogs". The pads would likely be installed in plastic "frames" for use. This version would probably exclude each pad's surrounding paper/glue (not needed with a pad frame) and/or the attractant substance (not needed for a house-trained dog).

These pads are nice and thick and I use on back deck and in the house for two dogs.I like the sticky tape corners for out on back deck for my 15 yr.old dog.
